- Must be a Virginia resident
- Must be a U.S. citizen; at least 18 years old
- Must be a current TANF recipient participating in TANF, TANF-View, or TANF-UP
- Saver must have earned income from full-time or part-time wages or self-employment
- Meet monthly with the RISE instructor
- Open a RISE savings account with an initial deposit of $25 (money order)
- Deposit a minimum of $25/month
- Set-up direct deposit with their employer
- Complete at least eight hours of financial management training
- Complete at least six hours of training related to the asset goal
