STEP is a quality program that provides employer-based, subsidized training experience for participants ages 18-24 that may lack the necessary job skills and experiences to obtain subsidized employment. STEP prepares participants to acquire the skills through in-classroom experiences with certificates and industry recognized credentials and job-readiness skills along with employer based on-the-job training opportunities.

HRCAP serves as the Program Administrator for the 2020-2021 STEP Program.  HRCAP will collaborate with businesses and non-profit agencies to employ Newport News out-of-school participants ages 18-24 and help them gain working experience and professional skills.

Eligibility Requirements

STEP program participants should meet at least one of the following program guidelines:

  • Reside in Newport News
  • Ages 18-24
  • Underemployed
  • Out-of-School
  • Limited work experience
  • Referrals from Department of Human Services, Juvenile Services, Court Services Unit, or Probation/Parole
